This raft of measures is aimed at promoting home renovation and refurbishment, creating a framework that is favourable to business activity, supporting SMEs, protecting the most vulnerable from the economic situation and modernising the energy and financial sectors. The Council of Ministers approved a Royal Decree regarding Measures to Stimulate Economic Recovery and Job Creation, the content of which is the result of talks held over the last few weeks by the Government with the Parliamentary Groups. The document considers the main points of consensus regarding the document of proposals previously drafted by the Government and also incorporates the suggestions made by many of the political parties. The First Vice-President of the Government, María Teresa Fernández de la Vega, thanked the Parliamentary Groups “for their constructive attitude during attempts to reach an agreement” and trusts that “it will receive the unanimous support of Parliament when it is debated by the Congreso de los Diputados [Lower House of Parliament]”. María Teresa Fernández de la Vega added that the Government has sought “to reconcile the legitimate positions of the various parties into a single shared commitment”. According to the Vice-President, the Royal Decree-Law includes measures aimed at re-directing the property sector and promoting home renovation and refurbishment; favouring business activity through administrative and fiscal reforms; supporting small- and medium-sized companies and resolving their liquidity problems; improving regulation of the energy and financial sectors; and, as the distinguishing aspect of this Government, protecting those people most suffering from the consequences of the economic crisis. She said these measures “include the application of a reduced VAT rate for renovation work on homes, an extraordinary IRPF [Spanish Personal Income Tax] deduction for improvement work on principal residences and increased protection against home repossession”. María Teresa Fernández de la Vega explained that this Royal Decree-Law is in addition to another four economic agreements related to the Instituto de Crédito Oficial (ICO) [Official Credit Institute] to speed up the way it works and provide financing and liquidity to businesses. Furthermore, the Council of Ministers approved a Royal Decree to create the Inter-ministerial Committee on Industrial Policy. According to María Teresa Fernández de la Vega, this will combine “support for the growth potential of strategic sectors and the modernisation of traditional sectors” over the next ten years. In her speech to the press alongside the First Vice-President, the Second Vice-President and Minister for Economy and the Treasury, Elena Salgado, underlined the fact that the agreements adopted on Friday form part of the Sustainable Economy Strategy that the President of the Government presented to the Congreso de los Diputados [Lower House of Parliament] on 2 December. Furthermore, she stressed that “all groups with parliamentary representation have worked together on making these agreements a reality”. Main measures Elena Salgado highlighted the initiatives related to promoting home renovation and refurbishment, which form part of the Government’s strategy to achieve a more sustainable economy. These initiatives include the creation of a new temporary IRPF [Spanish Personal Income Tax] deduction for improvement work on principal residences undertaken before 31 December 2012, provided that the work is aimed at improving the energy efficiency or accessibility of the property in question. The tax deduction may reach up to 10% of the cost of the work, with a maximum annual limit of 4,000 euros. Elena Salgado specified that taxpayers with a taxable base of up to 53,000 euros will be able to take advantage of this plan, in other words, 95% of all taxpayers. Furthermore, there will be a reduced VAT rate applied to all kinds of home renovation and repair work undertaken before the end of 2012. In order to foster access to credit for small- and medium-sized companies, the Second Vice-President said that the ICO [Official Credit Institute] will be able to provide direct credits of up to 200,000 euros to SMEs and self-employed professionals as of June. The ICO will assume 100% of the risk of the transaction. Elena Salgado also stated that the period for companies that bill up to six million euros to apply for a VAT rebate on unpaid invoices will be shortened to six months. Furthermore, the requirements for applying for this rebate will be simplified in general for all companies. In order to protect the public, the initiative approved today raises the property exemption limits for mortgage repossession. Elena Salgado also said that an extra-low VAT rate (4%) will be applied to all Long-Term Care services. This measure also includes the exemption, with a limit of 1,500 euros, of amounts paid by companies for travel between the home and place of work on public transport. Ryanair is set to introduce a £1 charge for consumers wanting to use the toilet on its flights. The system is likely to involve a coin-operated door release, which customers would use on its short-haul flights. The plan is to charge passengers £1 or €1 to use the toilet. Although a Ryanair spokeswoman denied the change was officially going ahead, she confirmed the budget carrier is in discussions with aircraft manufacturer Boeing about its implementation. As part of the cost-cutting changes, first mooted last summer, Ryanair would reduce the number of toilets from three to one, and introduce a further six seats. Ryanair spokesman Stephen McNamara said the airline hopes to encourage passengers to use the toilet before and after flights. Separately, Ryanair has confirmed plans to increase check-in baggage charges from £15 to £20 over the summer months, as it looks to drive up revenues. From 1 September, the charges will go back to £15. McNamara added: “Ryanair is determined to incentivise passengers to travel light this summer, by increasing our checked-in baggage fees for the months of July and August only. Spain´s football players union on Monday called a strike for April 16-19 that would affect matches in La Liga´s top four tiers unless an agreement over unpaid wages is reached before then. The Spanish Footballers Association (AFE) said it wants to continue talks with a view to reaching a “Grand Pact for Spanish Football” which would satisfy players' demands but if this is not possible the strike would go ahead. It also did not rule out further strikes or other forms of protest. “The demands made by AFE have the backing of all footballers and and their sole purpose is to ensure the compliance of contracts and collective agreements which have already been signed,” it said. “We wish to underscore that the demands underlying the strike are of extreme urgency and necessity,” it added. If the strike goes ahead it would affect the matches between European and Spanish champions Barcelona and their cross-town rivals Espanyol and between league leaders Real Madrid and Valencia, amongst others. Malaga Airport has recently unveiled its impressive new Terminal 3, which will see an increase in visitors from all over the world. The opening of the terminal has been heralded a great success, and unlike Heathrow´s Terminal 5, it went off without a hitch. Terminal 3 at Malaga Airport was designed by architect, Bruce S Fairbanks, and although it has taken years to construct, as anyone who lives here will pay testament to, it is, apparently well worth the wait. The new terminal is situated next to the already existing terminal on the north side of the airport, and its design has managed to integrate all three terminals under a concept of one sole terminal, making it easier for passengers to move around the airport. Shopping Malaga Terminal 3 A shopping area of over 10,800 metres has been added, in addition to 1,100m2 of terminal building. Top level shopping facilities are also  now included in Terminal 3, and over 50 shops  include:Adidas, Adolfo Domínguez, Björn Borg, Burberry, Cottet, El Caballo, Ferrari, Hugo Boss, Lacoste, Longchamp, MCS Marlboro Classic, Polo Jeans, Ralph Lauren, Travel Mate, as well as a comprehensive selection of cafés and restaurants, including: Burger King, Café y Té, Caffè Ritazza, Dehesa Santa María, Gambrinus, Four Arrows, Lamoraga Airport, La Lechera, O’Learys, Pizza Hut, Sea Food Bar, Soho Coffee Co, Starbucks, Upper Crust, Vips, Whopper Bar. I have been reliably informed by my ten year old nephew that we HAVE to go to the airport just for a trip to the Whopper Bar, so be warned! Catering at Malaga Airport Select Service Partner (SSP) has installed Burger King’s third Whopper Bar in the world and the first at any airport. Travellers will also be able to enjoy exclusive establishments such as Lamoraga Airport and Sea Food Bar belonging to the Caviar House & Prunier chain, and others, such as the first VIPS in Spanish airports and the second Soho Coffee Co. and Starbucks in mainland Spain airports. Additionally, this is the first in the province of Malaga. It is also worth mentioning that the duty free shop in Terminal 3 is now the second largest of its kind in Europe, and the largest in Spain. The airport now also boasts the first National Geographic Shop in airports worldwide. The airfield will have two runways and several aircraft aprons with a total of 74 positions, 26 of them contact positions. This project, with an investment of €1.775 billion, has turned Malaga airport into a benchmark amount Mediterranean tourist airports. The terminal area of the new airport, with a surface area of 385,000 m², will have 180 check-in desks (4 for special baggage), 48 boarding gates and 26 baggage reclaim carousels (1 for special baggage). The passengers will have three road accesses (two on the motorway). Parking at Malaga Airport Terminal 3 If, like me, you have endured the merry-go round for the past few years at Malaga Airport, and circled the airport three times before you find where to park, the new car park facilities should make parking much more straightforward. Malaga Airport now has two public car parks with a total of 3,700 spaces. P1, which is a new 7-floor building has 2,500 spaces, P2 has 1,200 spaces. The new car park is situated at the entrance to the airport and is connected at the north end to P2. Car hire prices are as follows: From 0 to 30 minutes, €0.021218 per minute; from 31 to 60 minutes, €0.033596 per minute; over 61 minutes, €0.027309 per minute; maximum daily parking rate for up to 4 days, €18; maximum daily parking after the fifth day, €14.40. By the middle of 2010, the airport will also have a long-stay car park, located in the former P3 (next to the aeronautics activities zone) and a VIP car park with spaces on the T3 Departures and T2 Arrivals forecourt. Additionally, for shorter stays users will have a new express car park located on the second floor of P2. Twenty new boarding gates have been added, plus 12 aircraft parking positions with air bridges. New plans and improvements will enable Malaga Airport to cater for 9,000 passengers an hour and 30 million passengers a year, with high levels of security and service. Airlines operating from Terminal 3 Malaga Airport Airlines currently operating from Terminal 3 at Malaga Airport include: Aigle Azur, Air Berlin, Air Europa, Air Finland, Air Nostrum L.A.E, Arkefly, British Airways (when they´re not on strike), Brussels Airlines, Cimber Sterling, Condor, Delta Airlines, Europe Airpost, Finnair, German Wings, Iberia, Inaer, Jet Air Fly, Lufthansa, Luxair, Malev Hungarian Airlines, Niki, Norwegian Air Shuttle, Primera Air, Regional, SAS Scandinavian Airlines, Spanair, Swiss International Air Lines, Tap Portugal, Thomas Cook Belgium, Travel Service, Tuifly and Vueling. It is also worth mentioning the new Ryanair routes which are due to operate from Malaga Airport in June, 2010, although I cannot confirm which terminal they will fly from. These include flights from Malaga to: Aarhus (from 23rd June), Berlin Schoenefeld (from 25th June), Bratislava (from 23rd June), Eindhoven (from 23rd June), Gothenburg (from 23rd June), Krakow (from 24th June), Maastricht (from 23rd June), Memmingen (from 24th June), Oslo Torp (from 23rd June) Paris Beauvais (from 23rd June), Pisa (from 24th June), Santander (from 24th June), Santiago (from 23rd June), Stockholm Skavsta (from 24th June), Tampere (from 25th June), Valladolid (from 23rd June), Venice Treviso (from 24th June), Wroclaw (from 25th June), Zaragoza (from 24th June).
